EVGA GTX 1080 suddenly coil whines/vacuuming noise in PC when playing a demanding game

Just build a pc a few weeks ago and just suddenly it began to coil whine. While it doesn't coil whine during League, I can hear it immediately after I boot up Battlefield. I just tried to boot up Overwatch and it immediately begins to coil whine at the start screen. It's not the worst coil whine, but its definitely there. When I adjust the settings in battlefield, from low, high, ultra, the coil whine goes from quieter to louder. Also, when it begins to coil whine, my pc sounds like a the noise of a vacuum pushing a vacuum back and forth. Thought it was the neighbors vacuuming, but knowing it was already 3am, I found out it was coming from the computer.
 
I clean installed the driver last night, and it stopped making noise. Me thinking it was fixed, I boot it up again today and its the coil whining again and making that vacuum noise only when I'm playing a demanding game. I clean install drivers, deleting Nvidia folders, and still the same. It seems these types of PC issues always happen to me, so I can't say I'm not surprised.

    Well I know it's normal for the fan to speed up/get louder when the card gets hotter from playing a graphically demanding game, but there are a few things you can do to help a bit:
     
    1. Improve airflow in the computer case to help keep the card a bit cooler:
    need to know what case you have to really offer advice.
     
    2. Use something like MSI afterburner or EVGA Precision X OC to adjust the fan profile speed to a quieter setting.
     
    3. lower room temperature.
    It can help some, but it's normally a pretty big thing to do, that said, if the room is very hot, it might be something to consider (even more so if you wanted to turn down the temps anyway)
     
    4. Different GPU cooling system ( ACX, Hybrid/AIO cooler, etc.)
    a very big step and investment, but it can help, and I'd figure I'd list it here anyway for completeness sake.

    isn't coil whine a completely different issue than the fan? It's not fan noise. Unless vaccuum sounds and coil whine is normal. 3 days ago, PC was completely silent, no noise during any games. Now the coil whine is noticeable, immediately starting at login screen.

    Do you have vsync on? Coil whine can become apparent at high framerates (60+). Startup screens can hit like 100fps+ IIRC.

    Coil whine can be multiple different things to include the psu or bad power draw from the wall.

    It isn't always just the gpu, sometimes the power supply whines.

    Could you check your fans to make sure both fans are spinning properly, and that no plastic or wires got caught in one? If I stop one fan, the other turns to 100% to compensate, and sounds like a vacuum.
