SOLVED. Updating the bios did the trick! Thanks JOHNTORNOUT
TLDR:
Fan throttling occurs during lightweight non intensive tasks (checking yahoo email, browsing web, setting up folders) is this normal?
High cpu speeds: 3.35 - 3.50GHz on average according to task manager
More info:
Today I received the SC17 1070 gsync laptop model. Spent the first hour charging, then the next few hours setting up separate user accounts for admin, school, and games. And setting up destination folders, downloading mozilla, desktop wallpapers, etc. Easy and lightweight non-intensive tasks.
As I spent time setting up and was almost done, occasional fan throttling started to occur here and there.
I thought nothing of it as I suspected it is simply the computer running for the first time since being at the manufacturing warehouse or something. So I brushed it off.
Decided that I wanted to change the native resolution to 1920x1080 since I'd most likely be screenshotting Java code for school and wouldn't want huge 4k image sized files to be sent thru email and school servers. The resolution change caused text to be tiny to I decided to bump the scaling to 125% in the display settings.
Mind you, fans were still throttling, occurring every 2 to 4 minutes in 5-10 sec of duration.
I was prompted that certain items wouldn't scale until after a restart so I decided to do a restart and went to grab a drink. I came back and I was still stuck at the restart screen. Five minutes past and i was still stuck on the restart screen. Then 10.. Then 15.. and then i finally decided to press the power button to do hard boot power off.
Turned the laptop on again once more to finish setting up and as i made it to the desktop, fan throttling kept continuing. And now the task manager displays an average speed of 3.40 GHz.
I'm not sure if this throttling will affect the lifespan of the laptop. I'd like to hear any input as to fix all this fan throttling.
Its starting to really worry me because if throttling is occurring for these non intensive tasks, I'd feel like I'm walking on thin ice when I actually do start doing cpu intensive task/gaming.
(Update: Decided to access the attached photos that I took with phone that I sent to my email on yahoo and fan throttling started occurring like crazy)
Is this normal?
Btw I do have the laptop plugged in to power adapter if that's of concern.
(Update: can't attach photos, buttons don't appear in upload tab)

Fans are stilling throttling slow and fast as Im typing this
Im really worried, would hate to return such a great laptop
(Update: wish I could display the images, I tried hosting them on ImgBB and inserting them with a permalink but they don't seem to work)
