My OC on i7-6700k is set to 4.4GHz (Only changed the multiplier not the base clock). But when Im gaming the max clock speed only hits 4.36GHz, it not a huge difference and shouldn't cause any noticeable performance loss i was just wondering why this happens.
 
My Spec's are as follows:
  • i7-6700k
  • EVGA z170 FTW 
  • 16 GB of Corsair Dominator Platinum 
  • EVGA 980 SC ACX 2.0
  • Intel 750 series ssd
  • EVGA Supernova 850 P2 
  • Corsair H100i GTX

It's probably just a descrepancy with the software you're using. Try RealTemp: https://www.techpowerup.c...ds/SysInfo/Real_Temp/. It shows clock speed and load at the top. CPU-Z should have a monitoring panel too: http://www.cpuid.com/softwares/cpu-z.html
I used HWMonitor and it had my CPU reading at 4.8 GHz when my multiplier was locked at 47 for all 4 cores. All other utilities were reading correctly.
