Sound from TV and PC speaker at the same time? possible? Dell AC511 sound bar GTX 1070

When I connect my card by HDMI to the TV , I only get sound from the the TV or sound bar. I have to select what I want.  I want to have both at the same time.  I have the Evga GTX1070  and Dell U2415 monitor  with AC511 Sound bar (USB connection only to the monitor). 
I tried enabling Stereo mix as default but I am not getting anywhere. It makes no difference. I only get sound from one or the other based on what i select. 
 
on my old computer , I would get sound from both the TV and PC soundbar at the same time. I had the Dell AX510 sound bar (audio jack connection to sound card on motherboard) with the GTX460 sound card. Connected to TV by HDMI cable. 

am I missing something?

    You could try AudioRouter and see if you can get the sound routed how you want. It's free software as well. I'm a little confused on how you have everything connected and what you're trying to achieve.
