    The thing is probably junk and out of EVGA warranty and that's why it was on ebay..'The seller said' happens all the time..Sorry for your luck.
     
    File a complaint and seek a refund through ebay.

    I'm thinking it could be your PSU. Before you file a claim on ebay, do you have another PSU you can switch out too? I had a similar problem, I honestly thought my 1080 FTW was dying on me. It kept crashing and black screening my system. So I swapped out my Corsair AX1200 PSU (8 yrs old) for a backup EVGA 850 PSU I have laying around. Boom, no more crashes. End up upgrading to a Corsair AX1600i. 
     
    If trying another PSU does not work, then per bob16314, I would file a claim on eBay for a refund.

    It sounds like you get short circuit. If you haven't used this  8-pin cable with that PSU before make sure that the pin out  is correct going from your PSU to the GPU. High possibility you have wrong pin-out at PSU end of your cable.
