Would an EVGA B1 600W operate quieter than a PSU in a stock PC?

The one I currently have is 300W in a stock Dell PC, and I believe it is the noisiest fan in my PC. Nothing major though, just that it is very noticeable.
 
I'm wondering, in the absence of any concrete facts, do you reckon the B1 600W would operate quieter? Or would it in fact be louder?

    It is difficult for us to give you a definitive answer since we cannot compare the two. I would recommend going with one of the GS or PS power supplies that are specifically designed to be quieter. You can also go with a power supply that has ECO mode, which is a handy feature that allows the fan on the unit to spin up once the PSU reaches a specific temperature opposed to spinning constantly.
