Hesitating, Delay, Lag, hiccuping....

...What ever you want to call it. My Computer, it just stated recently. I rebuilt my rig with all new major components. My build is in my signature for details.
 
This started about 2 weeks after I rebuilt my system. I started seeing and feeling my mouse lag, hesitate, stop, freeze. Thought it was just the mouse, then i noticed it was actually my system. Which was causing the mouse to act strange. I've been trying to narrow the issue down to either software or hardware. Still no success. Probably because it's not consistent. As I am typing this thread, there is no issue. There is no load on my machine, at the moment, but this does happen whether there is a load or not. So, I do not think it's stress or heat related. Stopped some background programs from loading with Windows ect.
 
I do hope it is Software related and not Hardware related, obviously. But still not narrowed it down to anything specific. Had to come here to see if any of you, have any ideas or advice that might help me quickly identify my problem. I do have the latest Norton updated and running normal. Used CCleaner, ect. Does not seem to be a virus or malware.

    Do you use a wireless mouse or keyboard? There is a likely possibility of interference. I have a Toshiba USB 3 memory stick, and every time I plug it in next to the wireless controller, my wireless mouse and keyboard goes crazy and lag.

    Yes. a Logitech G602 Wireless Mouse. I've moved USB connections around. Trying to narrow that down as well.

    If you have a wired mouse or keyboard, plug them in and unplug the wireless mouse/kb, and use the computer for a few hours and see if you run into the same problem. Do you also use a wireless network card or USB?
