The 990 would work well and give you some more time in the future, or, if you can afford it now, a 980ti which will extends the life a while longer.
It is really up to you though. The 980 plays 1440p very well for me, so 1080p will work well for you.

$400-$450 is my budget. My build will be a ITX gaming rig that will be using a Skylake i5.

A 970 would probably serve very well in the $350-450 range honestly.
Are you planning to overclock for yourself, or are you going to leave it stock?

I will be leaving my card stock. Only OC is whatever the card boost to. But no manual overclocking.

970 or 980 should suit you well like the others have mentioned, leaning more towards the 970 FTW. I would say in the future you could always sli but since it is a itx build dont think you have the room.

Thanks Everyone, I think i will probably save a little more cash and go for the 980. Just to increase frames and also to give me some more power for future games. But even with the extra power there is always a chance or upgrading to the next series of card when they do come out.
