760 SC Idling at Medium power

Hi, upgraded to Windows 10 + Latest drivers and now my 760 SC idles around mid clock.  It has no issue going up or full throttle while gaming but it will not go below mid on idle.
 

 
Anyone got an idea of whats going on?

    Did the same thing on Default, no other programs / processes are running.  I did notice that killing the cortana process effected it.  It would stay the same and then rev up to 1071Mhz when Cortana auto restarted.
