Questions about Speedstep & C-states

Heys everyones!  I'm trying to cut down on my computer using so much power since the summer is making me melt in my room even with the AC on.
 
I notice my cpu is at it's full speed 100% of the time and the computer is on 24/7,  so I am trying to enable speedstep and C-states when the computer is idle or whenever I'm not playing games.
 
All I'm supposed to do is just enable speedstep in my bios and C1 and I'm good to go?

Do I have to configure the power saving settings in windows (8.1)?
 
 
My motherboard is a evga e758 in case it's important to note, and my cpu is an intel xeon X5690
 
 
Also would anyone know if I can manage to get the XMP profile of my ram working with the X5690 xeon?  I tried but it wouldn't post

    With windows 8.1, Yes you must enable "Balanced (Recommended)" in "Power options" or if high performance is used  go in to "change advanced power settings" and click the + next to "Processor power management" and change "minimum processor state" to 0 or 5% either will work click apply then OK. As far as your bios settings are concerned most mobo bios default optimized settings are sufficient and should not need any corrections to get the low power state but YMMV

    Okay, so only changes I made was to my windows 8.1 processor power management as you instructed.  I can now see my cpu speed going down as it's supposed to, this will also mean that the computer will put out less energy as it's using less cpu speed?

    Also I never see my cpu go beyond 3.6 ghz with speedstep, when the x5690 is supposed to do 3.73 GHz, any idea why?
     
     
     
    EDIT:  Also should I manually set the voltage on the ram?  It was set to auto and was trying to use 1.7v!

    To really save on power usage you need a MB that supports off set voltage control. Your CPU is still at peak voltage even when the CPU frequency is throttled down.

    How do I check if my mobo supports off set voltage control?  I notice in cpu-z my cpu voltage goes up and down accordingly to the speed, is that indication enough that my mobo is actively supporting voltage control?

    I'm not familiar with the 5960x or the x99 platform in general but I'd say it has something to do with load. If you are at 100% CPU load on all cores and it's still not at the max default value then something is throttled in bios or the Windows 8.1>Power Options> Advanced> Processor Mgmt > Maximum Proc State,  may not be set to 100% but I digress the operating freq for that proc is 3.46 and Max turbo frequency is the maximum single core frequency at which the processor is capable of operating using Intel Turbo Boost Technology. It may be that you will not see 3.73 on all cores when all are maxed out, rather only when a single core work load hits a single core it has the potential to reach this max turbo freq as demand dictates. Now there maybe a way through bios to boost all core to the max turbo but someone else will have to chime in to solve that.
