One fan spins time to time when on idle? (1080 GTX FTW)

Weird, I noticed a small noise when fans kick on and thats on idle and I noticed one fan spins instead of two when its around 62c...aren't both supposed to spin? The fan was spinning around 260rpm.
When the fans kick on it sounds like a slurp, almost like its struggling to provide enough power to turn the fan on or to keep it on...anyone having this issue?

    Its normal, once the card gets a bit hotter you will see them both kick in.

    I see, I just wish they didn't make that slurp sound when it kicks on, at first I thought there was a leak or something from my liquid cooler.
