For some unknown reason, lately, my GTX 1080Ti FTW3 Hybrid has been operating the blower fan on the card (not the radiator fan) at very high RPMs (what I'd consider to be "max"), despite anything that it's set to do in X1. I've attempted uninstalling and reinstalling drivers (cleaned via DDU first, then a fresh install), and I've also tried uninstalling and reinstalling X1.
 
GPU temps at idle are 33-34C, roughly.
 
If I leave the "auto" fan curve enabled in X1, the card will spin the blower fan up to ~3800RPMs, making a metric ton of noise. Interestingly, X1 states at this temperature, according to the default fan curve, the fan should be at 0%.
 
If I opt for manual fan control at 15%, the card spins the blower fan at ~3600RPMs, which is slightly quieter, but still doesn't make much sense. X1 does, in this case, show that the blower fan is operating at ~15%.
 
If I opt for manual fan control at 100%, the card spins the blower fan at ~2850RPMs, which is still slightly loud, but is tolerable. Much like the last manual use case, the fan duty cycle is accurately represented as 100% in X1.
 
I've included screenshots of "auto", "manual 15%" and "manual 100%" for example.
 
Any assistance would be greatly appreciated. Thank you.

Sorry, quick update:
 
So, a few minutes after manually setting the blower fan to 100% (which previously yielded a fan RPM of ~2850), the blower fan's RPM jumped right back up to ~3800. So, manually setting the fan speed appears to have a momentary effect in terms of reducing fan RPMs, but it eventually still climbs to the maximum RPM.

Hmm... yeah... either the PWM circuit on the fan or on the GPU is defective. Have you attempted to reseat the fan power connector? An unreliable or missing tach signal would make the fan run at 100%.

Forgive my ignorance, but the fan connector for the blower fan (not the radiator fan) would likely require disassembly of the card to access, no? I believe the lead running from the card goes to the radiator fan directly for its control, correct? The radiator fan operates just fine, FWIW.

That's correct, the fan plug is located under the shroud. If you want to try & do that though, here's a pretty detailed teardown: https://www.youtube.com/watch?v=EpOjms8vZFo
 
It may be that simple, also could be the fan needing cleaning, but it sounds like either the header is lose, or the card is losing PWM control completely, which would need an RMA.

I noticed that you're using PX1 version 1.1.0.11. You might want to uninstall, reboot, and install 1.07 instead and see if that works. 
 
Also, 457.09 has had fan problems for setting the fan speeds properly for 30 series cards with PX1, so you might want to try 456.71 / hotfix 456.98 (based on .71) and see if that helps.

Thanks for all the help, guys. I did disassemble and clean the card. The only notable thing I found was one of the wires running from the pump to the header on the PCB near the fan must have been pinched/cut during assembly (I've never taken the card apart before now). The wire was visible, though not broken, and so I carefully dabbed some liquid electrical tape on the wire and allowed it to dry. Carefully reassembled the card, and everything appears to be fine now. I don't know how that would've caused a problem since the card surround is plastic, but.. the issue is gone. Although, quite possibly, reseating the connectors could have also resolved the issue. The card is now idling at 31-32C despite the same ambient temps (hm), and the card is now following the commanded duty cycle in X1.
 
If the issue comes back, I'll certainly follow your advice on trying older versions of drivers/X1.

Yeah it does sound like it was a plug in or that wire signal getting disrupted issue.  Glad to hear you got it resolved.
 
For reference though, Precision X1.1.0.11 is a Beta, and it is intended to only be used with 30-series cards, so that could also be an issue.  When I last had my GTX 1080 Ti FTW3 Hybrid installed, I was using 1.1.0.7 - still have the card, waiting on someone to get the money together to buy it off me, I will miss it when it's gone, been a good 2+ years :-D

There you go, it was most likely poor contact on the plug. Mine is still going strong too. Nobody believes I get these temps just using two fans in push/pull on the rad and over clocked

Interesting! I don't think I opted into any beta, but I definitely got the (paraphrasing, here) "there's a new update for X1, would you like to download it?" popup. If it's still finnicky, I'll revert back.
 
Dude, this card's a beast. I still haven't taken the plunge on a 2K/4K monitor (sorta stole your signature format, hope you don't mind too much), so I really don't have a need for anything 'better' at the moment. I might snag a 3080 whenever you don't need to fight/struggle to find one.

Agreed. Yes, it's such a great card, IMO. I run push/pull on mine as well. I'm an EVGA GPU fanboy for life, lol.

Well it is stated that the 1.1.0.11 is intended for 30-series only, at least it was when I downloaded it. That's more of what I was refering to, it's not a unified control system yet, like 1.1.0.7 is.
 
And lul, the signature thing I just formatted so it's semi-readable (Other than the mess of drives I have), you're welcome to it.
 
I've been on 3440 x 1440 on that 1080 Ti for a while now, some games you could tell it was struggling with nearly-4K resolution of pixels...  I'm honestly considering possibly upgrading to the new Samsung 240Hz 49" 32 by 9 monitor that's 5120 x 1440, but I'd definitely have to turn settings down in some games to maintain the FPS-mark I prefer at that resolution, even with the 3080, cuz that's a lotta pixels, and I like staying north of or at 100FPS (with GSync enabled).  I stand by the statement of "once you go ultrawide you'll never go back", I can't even imagine gaming on a 4:3 or 16:9 monitor again with how great the extra view is in games, allows me to see things/enemies that other people literally can't see because they don't have that extra width to their view.
 
Getting a 3080 if you weren't in queue early for one like I was is gonna be a struggle probably well in to 2021.
