Refresh Rate stuck at 59hz?

I change it to 60hz on Windows, click Apply then Okay but it goes back to 59hz and I believe this is why my games are getting these scrolling lines.
Help.

    What version of Windows do you have?

    The reason I ask is that this issue was in Windows 7 but should have been fixed with a service pack.
     
    Your household voltage also has a lot to do with this. If your wall socket output is for example 59.45 hertz then Microsoft rounds that off to the lowest common denominator.

    I have Windows 7 Professional. I literally just built this PC last night. My old PC was 60hz I think. I never experienced these lines before. Also everything in general just doesn't look right. It looks kinda blurry.

    Also I changed something in the BIOS yesterday because it would stretch 1080P but I solved the issue. It had something to do with graphics and I set it to PCIE
