GTX 780 Classified PCB components.

I have searched a little and came up with nothing. The components shown below have thermal pads on them when you take off the cooling plate of the ACX cooler. I have put on an EK 780 Classy waterblock, but it does not cover these items. I believe that the EVGA HydroCopper block does not cool these either.
 
My questions are
a: what are these
b: should I consider a small heatsink for them?

    Those are MOSFETs for the power section. Yes, they need cooling especially if you plan on doing any overclocking at all.
