Reference model fan louder than stock cpu fan? Weird mechanical noises

How is a stock reference card (I have 780 ti) supposed to sound at idle? Do you guys hear mechanical whirs, kind of like the fan blades scraping something? My GPU fan doesn't sound as smooth and quiet as my CPU stock cooler (i7 4770k). It's bugging me because it's the only scratching mechanical sound that I can hear from my computer. I've only had this GPU for a few days.

    I had one and it was silent. It had horrible coil whine though.
