Defective 650 Ti Boost?

Hi everybody, please sorry in advance for bad English, but i need help.
I bought this graphic card the 26th of November on Amazon, and it was fine untill a few days ago, when suddenly windows and all games started having lags.
I thought it was some program so i uninstalled every programs i installed in last days but lag continued.
While doing things the screen flashed and the windows popup said the video drivers stopped working and had been restored correctly, and the lags was gone, but after a reboot they came back. I've noticed the lags starts after few minutes from the pc boot, not immediately. They starts when the graphic card's fan start turning, so i checked the temperature and it is 70°C while doing nothing.
I tried many times to clean uninstall drivers and replace them, evend older ones, to clean reg with CClean, and many other things, uselessly.
I've been able to stop lags only by reinstalling video drivers without rebooting.
Could my graphic card be defective? What can i do?

    If it is 70C while doing nothing it is over heating as soon as you put a load on it . Get EVGA precision and check your fan speed

    I already have it, with fan at 46% (auto) it is at 71°C, i tried to higher the fan speed at over 70% but it decreased only at 58°C.
    I switched my old graphic card (9800 GTX+) and lags are gone, so i'm sure it is graphic card fault. But i don't know if there's something wrong in my pc or it is simply defective my graphic card.

    Ok I was wrong, while i was writing the last post lags are back and even more angry with this 9800. I'm switching back the 650 but I don't really know what's the problem.. I think i'm going to format
