I installed the program, and after clicked benchmark, my gtx 470 crashed after few seconds and my pc rebooted itself.  After reboot, my card is not working.  There were white lines all over the screen and it shows code 43.

Hello and Welcome to the EVGA Forum

Did this happen at Windows start up offer?
If so try check with your memory timing correct enter in your BIOS Setting! It may set auto timing if so you need change to manual and set default memory correct timing and voltage too! You may can find a label sticker on your RAMS see timing and voltage too or find part number then find in Google! It can happen crash at windows start up that may cause memory timing is error timing!!

The white lines were in the bios screen too.  I thought my card was died.  I uninstalled and reinstalled the latest NVidia drive.  The problem was still there.  I listened my brother's advice, installed the second latest drive, and the graphic is back to normal .  I think the oc scanner and the latest drive don't work together or something.  Thanks for the help anyway.

The driver is not initialized before Windows starts.  That means, when you saw white lines in the BIOS screen, that is not a driver issue.  When you installed an older driver and the problem went away, that was only coincidence.  The cause of your issue has to be something else.
