I want to be able to be able to bring in video via HDMI to my PC without recording it. Like having PiP. I see a lot of hardware that is for video capturing but I don't need the capturing part. Is there anything like this?

Just because the card says video capture does not mean that is its only function.  A video capture card is really the only way to insert video into your computer from another source such as a cable set top box or xbox.  If you are just looking to watch TV, consider getting a TV Tuner card.
