At this time, your Step Up card will only qualify for our Rise Of the Triad (EVGA promotion) here: http://www.evga.com/articles/00764/  
In general, the Step Up program itself is a promotion, and thus does not qualify for any other promotions, like the Nvidia Watch Dogs promotion.

I bought the EVGA Nvidia 660 graphics card on 29 April 2014.  It was bought from a local dealer in Sri Lanka.  Could you please tell me if I am eligible for Watch Dogs.

The Watch_Dogs game promotion is a Nvidia spnsored promotion.  You will have to see if the local dealer is participatating in the promotion, you can also see a list of them here:  http://www.geforce.com/getwatchdogs  If they are participating, then they should provide or should have provided the code at the time of purchase.
