I have the latest bios for my MB and my old card, HD7970 works just fine. I have swapped them back and forth several times with no conclusion. using the DVI-D  cable...

Do the fan(s) spin up at all ?
& try a different cable and use the different ports output also....

other than that, might be a fried card.

Yeah, sounds DOA. I've had problems with the DisplayPort not working on it's own until drivers are installed on the last two cards I've bought, but DVI-D has worked out of the box.

update- got it working in my main rig. Solution = placed an old 8800gts in the MB, booted up and installed Nvidia drivers, restarted PC with the 780ti and now it works......

Ive never seen a video card require the driver installed before the card in order to make the monitor come on.
Anyways its more card than I expected performance wise....unreal FPS gain over the 7970
