The EVGA version uses the reference nvidia style, which is a blower type fan that blows sideways instead of downward.
The blower style takes in cool air from the case and blows it over the heatsink, then ejects almost all of it out the back of the computer. This is called external exhaust.
The other style, internal exhaust, blows air downwards directly onto the heatsink. This cools better and quieter as there is more surface area for air and fans and stuff, but the downside is like what its name says, internal exhaust. The hot air is blown back into your case, which can be a problem if your case has bad airflow.
So to answer your question, no you don't need more fans for the graphics card itself. Just because it has more fans doesn't really mean it's better.
