660 TI FTW not downclocking at desktop now?

I just got the card yesterday and so far I'm loving it. Funny thing is, for some reason now it's not downclocking at desktop.
 
I haven't changed any settings from out of box and I've tried restarting my PC.
 
Why would it not downclock?

Specs:
EVGA Z68 FTW!
i5-2500K Currently @ 3.3Ghz (soon to be water cooled and pushed to 4.x GHz range)
EVGA GTX 660 Ti FTW 3GB with back plate
G.Skill Ripjaws 8GB 1600MHz 
160GB WD Caviar Blue Boot Drive
500GB Seagate Barracuda for Games and storage
Windows 7 64Bit
750W Antec HCG
Blue HAF X

    Is anything running in the background? Did you enable K-Boost in EVGA Precision?

    Haha, actually by fluke I just solved my problem. I reinstalled the drivers again for kicks as a hunch, and it solved it.
     
    Speaking of K boost, what does that do exactly?
