Upgrading to GTX 660 ti ftw 3gb. Need advises !

My build :
 
i7 920 D0 2.67ghz (stock) / 3.987 (Overclocked) Socket 1366
EVGA GTX 275 SC (Stock)
Asus P6T WS PRO : Pci-E 2.0 x 2 Sata 3gbs SAS
Corsair HX 1000w
Corsair H50
Corsair Dominator ddr3 2000mhz triple channel 12gig
SSD Hyper-X 120gig
WD 1.5tb
Blackmagic intensity pro
etc

My plan :
 
Get a new EVGA GTX 660 ti ftw 3gb and put my olg EVGA GTX as Phys-X dedicated card in my second Pci-E 2.0 after i rma it because i think my gtx 275 sc have somes issues with phys-x for now. Getting 1 shipping for both.
 
My worries :
 
1. Put an Pci-E 3.0 in a Pci-E 2.0. What kind of loss in performance i can expect ? The boost i will gain ?
2. The price still high for now. Can we expect some deals soon ?
3. Step-Up program 90 days. I can expect a new GTX 700 series coming in 89 days ?
4. Can i put my gtx 275sc in dedicated Phys-X card ?

    the performance hit between PCI-E 2.0 / 3.0 is very little, Hard OCP has a good review on it using a 680 and 7970 cards

    In some cases the PCI-E 2.0 has a better average FPS then the PCI-E 3.0 does, don't ask me why lol
