Sounds like you need to look into what is going on in the background on your PC, search for viruses and malware. I don't know what exactly, but Skype on my PC was making everything slow, clicking on tabs and everything on my browser and loading in general. I removed it from my PC, now everything is back to normal.

Not sure what Time Warner will be able to do when you're getting slow speeds on only one device. If you are being throttled, it's most likely by the router or something got onto your PC.

If only one computer on a network is having the problem you'll be lucky if they do anything for you at all unless they provided the router.

If it works on everything but the PC and it's an apple router... Well there's your problem :P

Do you have the more expensive RR turbo where you are at? Im in the Cleveland area and the only way i got around this issue was pay 10 more a month for road runner turbo which is an unlocked modem with no throttling.

Time Warner has a throttling service called Turbo Boost. I have Roadrunner Turbo and the standard connection is like 15Mbps down but it will swing upwards of 20-25Mbps down in bursts for things like downloads. It's totally normal.

They upgraded my connection a little while ago without even telling me. We had the 10mbps down 1mbps up package and now we get a constent 15mbps down and 1.3mbps up.. and they do not even advertise that in my area. Heck turbo brings us up to 23-30mbps.

When I was doing DSL support for small businesses, I found those Apple Air Port routers to be pretty solid. Their interface has a little bit of a learning curve IMO, but it was able to do a lot of things my Linksys routers couldn't with their stock firmware.

That sounds like the opposite of what a apple product should do. I have yet to get my hands on a apple router to test one out, So far it has just been Linksys, Belkin, And ASUS. In that order.
