New build won't turn off

So basically what happens is, after I shut down the system it starts back up immediately as if I'd restarted instead (and no I didn't press the wrong button).

What also happens is that the computer will turn on by itself as soon as it gets power, which is usually when I flip the PSU switch.

I suspect it might be the motherboard because I noticed that the reset button LED on the motherboard flashes on and off…

Any ideas on what went wrong?

    Sounds like a loose connection between the PSU and motherboard. Disconnect the 24 pin ATX cable and CPU power cable and then reconnect them.

    You may also want to check your power management settings in your Bios, and in Windows. Some "Enabled" settings may be causing the PC to turn back on.

    Had that issue after installing the wrong USB 3.0 drivers.
     
    Which did you install ? Try uninstalling the USB 3.0 drivers, and see if that works.
     
    turning on when the ac power is turned on, that's under the sleep s3 / s1 area options in bios.
     
    "Restore state when AC Power" something like that

    I installed the ASMedia drivers linked to in this forum. Ill give reinstalling them a go, and ill try reconnecting the power cables to the mobo.

    re-check your case power and reset button conections on the motherboard, you may have one backwards.

    I also had a case  where the positve and negative wires for the switches were installed incorectly on the switches them selves

    I suppose that could be possible, but I don't think it would affect the rebooting when I shut down from the OS (which is what I've been doing)

    Cannot suggest why this happens, my new build did the same thing yesterday, however, i had dodgy windows 7, brand new i will add. It kept saying i had corrupt windows files during installation, although, did install eventually. Then that shut down issue like yours appeared and also sometimes coming up with a message BOOTMGR missing during boot screen. After forum searching it was suggested to create a partition on a usb stick and put windows on it and then install windows from that. All my problems have completely gone, well so far anyway.

    Ok so I've narrowed down the problem to the front panel PowerLED headers. As soon as I plug these in the problem starts occurring. I am 100% sure I plugged them in as labeled, so what could have went wrong? Do you think the headers were labeled wrong?

    Also, nothing happens when I short the two pins in question with a screwdriver.

    Edit: even more specifically, it's the positive pwrled header.

    What do you mean by "both ways?"

    I don't want to short anything out. I just plugged in very thing as labeled.

    The LED might be shorting on the powerswitch if they are part of the same unit.
     
    You could try pluggin in the HDD LED to the PWRLED and see if the problem was reproduced.

    Ok I tried this and nothing happened. What does this mean? Problem with the case headers for sure?

    Yea I think that's what's simulated when I plug in the one header

    Yeah, sounds like a faulty power button to me.  
     
    On another note, I have system with xp 32bit operating system that will not turn off with 4gb of ram in it. Put 3 gb ram in it turns off fine.
