Been a few times Ive needed a windows file for a computer, and the only internet was my phone.
 
Im looking at another phone? (long story short, moved out in the country, and my former Verizon phones got turned off, and went to ATnT, prepaid, Im not doing contracts again)
 
Are the Windows phones crap? Or can I get what I need from a Android phone?
 
So, "Android (or Windows phone) to Windows Computer via microSD?"

    You might want to invest in a cloud backup service. I think Samsung Galaxy Galaxy, probably the S III.
    I use Lookout Mobile https://www.mylookout.com/features/backup after trouble with Kaspersky Mobile. 
    I do save files to PC with USB data cable, even though I  have 32GB SD cards. Not sure what software would backup all your apps, contacts, personal files and such on PC though. There are programs to backup your phone to a microSD locally.

    I take it plugging your phone into your computer via a USB micro cable is not a option? all smartphones can transfer files to a computer via a USB cable.  
     
    If you are wanting to plug a flash drive straight into your phone than you are looking for a phone that supports USB host mode. Most phones do not, Some tables do though. you are going to want to look for a Android 3.1+ OS as any one lower will for sure not have that.

    Another option is to connect your laptop to your phone via Wifi and use a Wifi file hosting app that basically makes your phone act like a file server.

    I can download whatever file I want to my Android phone but depending on what it is obviously might not be able to open it. Can be transferred to the PC though via email or USB... or you know the cloud storage thing too.

    How would cloud help me if the target computer has no internet?

    Why not just use the phone as an access point and download direct to the pc using the phones internet?
     
    As far as I'm aware all modern phones support this.

    Just be aware that your pc can use alot more data than your phone ;)
