EVGA PrecisionX Bug with Windows XP

I Use WIndows 7 for the latest games but Windows XP X64 remains my favourite OS for everything else
I have to report a problem with EVGA PrecisionX which I do not understand and that is FRAME RATE TARGET does not work !, I have basically destroyed my XP64 install trying to fix it as it makes no sense to me why it does not work, let me explain why...  that is, MAX FRAME RATE LIMIT, does function, to my thinking this is the essentially same thing ?
 
I even tried with a normal 32bit WinXP just to test and guess what, Only the Max frame rate limit also works !
I can not believe with 3 releases of EVGA PrecisionX this major bug has not been picked up.
I assume Unwinder compiled this program for EVGA, I don't know if he monitors these forums or if anyone else has any answers ? But I would appreciate some information on this issue, Cheers

    I will look into this, I would have to say that honestly XP is not tested primarily so that may be the reason why it was not caught.

    It is not Precision's feature, framerate target is handled by NVIDIA driver and context help clearly declares that this feature is avaialbe only when it is supported by NVIDIA driver. And I really doubt that NVIDIA will bother to support it in outdated OS, sorry.
    Alternately, framerate limit setting in OSD server is my own hardware/OS independent technology, which works for AMD/NVIDIA hardware and doesn't depend on NVIDIA limitation.

    Well it's hard to argue with the software designer, but I feel it a little strange that Nvidia would intentionally cripple its drivers , I will have to ask !
    Very strange this new kepler architecture needing all these workarounds
