Faulty replacement

Earlier this month I sent in my 1070 FTW HYBRID for RMA as it was causing boot issues, heavy stuttering etc. Physically the card was in good shape.
 
Fast forward to when I received the replacement on 31/12/2018 the packaging didn't look damaged and it seemed like it was packed well. Today 01/01/2019, when I unpacked the card. First thing I noticed is that the radiator has multiple bent fins, the cooler lines covering was frayed all over, like badly, as if the cooler lines were ran for a year with a fan rubbing on them. I decided to see if the card was functional anyways, well it booted at least but it made some pretty horrible noise. Basically it was making an extremely loud buzzing noise from the pump(louder than any fan or water cooling i have had and so loud I would not be able to use my microphone), not only that but to the touch you could feel the card vibrate(enough of a vibration that it would cause component damage). The noise is not from the GPUs fan or the rad fan. It seriously seems like they just received this card as a RMA from someone and sent it directly to me without testing or inspection. So naturally I removed the card immediately and repacked, sent out necessary emails, rated my experience poorly etc. The icing on the cake is that they charged me $20 because I didn't send in my rad fan, well could have shipped separately but clearly I didn't receive a new fan either.
 
From the digging I have done it seems that this is a pretty common occurrence from EVGA RMA. None of these cards go through quality control? No testing? Seriously?
 
What I'm wondering is if anyone has been able to have these issues rectified without sending in multiple RMA and paying multiple shipping cost? I have already payed $50 for shipping + insurance, and it doesn't seem like this is my responsibility to continue eating cost at this point.

    Welcome to the Forum & Happy New Year.
    You should have opened the Box the Day you received it.
    Then taken Photos of your Findings, it has now been almost a Month since you have had it in hand.
    You can use Wooden Toothpicks to straighten out the bent fins in the Radiator.
    I have never had a single issue with EVGA and an RMA, Ever.

    You should have opened the Box the Day you received it.
    Then taken Photos of your Findings, it has now been almost a Month since you have had it in hand.

    "Fast forward to today" is a statement which expresses that a considerable amount of time has passed between receiving the replacement card and unpacking the replacement card.

    You posted this on the 1st of January 2019. So Earlier this month would mean to me the first part of December 2018.

    If you do not like this then request a replacement, it would not have bothered me as long as the Card works well and runs cool.

     
     
    When I got my GTX 980 Hybrid Back from an RMA it did not have the Cool New Shroud on it that I sent with but the Original Ugly Shroud.
    It was in my error because I did not put back on the Original Shroud. But the card ran great.

    Yes, sent in card in early December, fast forward to replacement being received on the 31st, opened on the 31st, installed on jan 1st. 3 useless posts, thanks for that. Lets see how blocking works.

    Then send the card back under another RMA.
    Did you place the Radiator above the Graphics Card and shake the Graphics Card to force any air in the Pump out and into the Radiator?
    Are the Tubes at the Bottom of the Radiator where you mounted it?
    It seems you are only posting to complain and not ask for help with your card, at least that is how I READ Your Words.
    What do you expect of this Forum it is a Member to Member Forum.

    Well that was the first thing I did. Seems someone made a mistake. First they said the card I sent in checked out and was sent back, but the card I got was a different serial number and obviously in worse condition. So I sent them pics of the noise it makes, and of its condition. They are giving me advanced RMA to replace, the replacement GPU.
     
    After a lot of rage and worry, they are dealing with it nicely.
