I have seen them for the CPU but not for the GPU The Radiator should also be mounted above the GPU with the Tubes at the Bottom of the Radiator.

I kind of thought it would work because I remember seeing the setup in the photo you posted. The only thing is, it looks like the Evga cooler has everything integrated, meaning you don't have to plug the fan in on the radiator to anything. So, if that would be the case I'm not sure it would cause an issue, or probably just cause and error in the system with that fan missing, but the lower fan is more or less for the GPU anyways.
