Some cards have different eeprom chips. Look at the number on that chip to determined which chip that card has.
 
If you cannot flash to the eeprom using nvflash due to device initialization errors (device doesn't even appear to nvflash), you could de-solder that chip and flash it externally with an eeprom programmer (hardware device).
 
I am not sure if you would be able to leave the chip soldered in place and flash it with an eeprom programmer by soldering wires to it.  Most likely, the parasitic load of the rest of the circuitry on the board would cause issues if you try to flash the chip via external hardware without first de-soldering the chip.
