Well, I signed up for the 3989... 10:00:36. Not sure I really want it though... Realistically, how much would setting up a water loop cost? I just have everything air cooled right now. Can my CPU still stay air-cooled?

For the 3060s, yes. The 57 moved almost 7 minutes I think. The 55 about a minute.
Yes, but keep in mind that this is Tranche 2...this will not be the typical launch drop-sized distribution today. EVGA will finish supply invite to purchase emails to the end of Tranche 1 registrations and then, with any left over inventory, move over to today's list. I really hope I am wrong, but I don't want folks getting a bunch of false hope about a big drop today/tomorrow. Again, I really hope I am wrong (and if I am, you guys can call me names).

Well, there's a HUGE range of water cooling parts out there and you can spend a few hundred dollars on one very easily (or a few thousand). If you bargain shop, you may be able to buy a decent pump/reservoir combo for a reasonable amount of money, some cheaper-end fittings (Koolance is usually a pretty reasonably priced brand for example), and find a radiator (I think at least a 360mm is recommended for 3090's?) that doesn't break the bank...you might be looking at about $300-350? That may or may not assume that you have some extra 120mm fans laying around and don't want to cool your CPU too (leave that air-cooled as you said).

Best of luck with whatever you pick. One of my first PCs, I used an open loop. Nowadays, I much prefer the easy plug&play Hybrids which will get similar temps minus looking as cool.

Keep in mind that for best performance over time, they require some maintenance. At least a yearly flush and refill... A little more involved than getting the air can out to blow off the dust, but not too bad.

Can't the people who don't have water cooled setups just buy the Hybrid conversion kit for like $120 and just use that? For the HC card that is.

I did the water cooling thing way back in the day. I still use the same case now lol. Anyhow, I went with Koolance, then I got a lot of flak for it b/c of the high(er) chances of galvanic corrosion. I dunno........it was fun, then I was done with it after a year. I'm glad I did it, but wouldn't do it again *shrugs*
Edit: yeah, I've returned to monkeying with my avatar photo too. Now, instead of a generic human form, I get nothing lol......sigh
