EVGA X99 Classified Motherboard will not post, PSU also will not spin up.

Hey all, ran into a bit of an issue with my new build and was wondering if anyone had any better ideas than I.
 
Board: EVGA X99 Classified LGA 2011-v3
CPU: Intel Core i7-5930K Haswell-E 6-Core 3.5GHz LGA 2011-v3
PSU#1: CORSAIR HX850 850W
PSU#2: EVGA 850W G2
 
Upon getting everything in place and doing my first boot using the Corsair PSU(PSU#1), it seem like things came up (fans spun, mobo lit up, etc). This lasted for about, at most, 4 seconds then the system powered itself off. No fun noises or anything, it just turned itself off.
I gave it a minute, then tried again. This time I had a Code C on the motherboard and a blinking light. The code C, from what I understand was a bad EPS connection. So i disconnected and reconnected the EPS cables to the board. Power it up, and... nothing. The only light that comes up upon switching the power supply on is the on-board power switch, which lights up and dims out over the course of 2 seconds. No fans or anything else is given life, not even the PSU.
 
Since the PSU at this point did not seem to spin its fan up. I figured it must be the PSU! So I bought and tried out the 850W EVGA G2(PSU#2). Same exact scenario occurs.
 
Testing out the EVGA included PSU tester, the fan spins up just fine, where as it does not spin at all when connected to the motherboard.
Using the same test on the Corsair PSU at this point results in the Corsair PSU spinning for about a second or 2 then stops, where it does not spin at all when connected to the motherboard.
 
 
My guess is the mobo is dead as a result of the Corsair PSU itself being defective especially given I code a code C which implied a power related issue, but I'm just throwing my brain at the wall at this point. I don't have any devices to test and potentially fry with the Corsair PSU, assuming it is indeed a problem.
 
Am I safe to assume the motherboard is dead? Any other ideas on what could have caused the above situation?

    Well, if both PSUs checked out with the same result, my guess its the MB.  Before going to that assumption, I would try remembering if those PSUs were used before on other builds.  
     
    Also, try disconnecting all SATA ports because by default it should go straight to the BIOS and make sure you try testing with just one stick of ram.  My last resort before I truly assume its the MB, check the MB CPU pins in case they are bent.  At that point I would almost guarantee that it is the MB if everything was tried.

    You might also want to try starting up your system with the mobo outside the chassis on a piece of cardboard or other non conductive material.  It could be something causing a short.

    The fan will not turn on until it is needed. Ref: PSU#1: CORSAIR HX850 850W
    I ask Corsair this when I first noticed this.

    Thanks for the info everyone! Prior to my responses, I'll summarize where I'm at.
    I followed all ideas as best I could, and got no positive results in the end (board isn't powering up).
    I contacted Newegg today for an RMA Replacement, so I'm hoping I'll have more luck the second time around. I can let you all know how that goes if an when it happens. I guess this one may be solved via RMA!

    -This is the first time either PSU has been used. Both appear to work using EVGAs included PSU tester (essentially a safer "paperclip test").
    -I tried disconnecting essentially everything down to the bare minimum, nothing, a stick of ram, ram+cpu+heatsync/coolor, in case and out of case, kept getting the same result of power light on the board lighting then dimming once, no action in the PSU itself. (The EVGA one should spin up at the very least, if the PSU tester is honest).
    -CPU pins all look okay to me, I was extra careful with the CPU because those little, expensive things terrify me. :)

    I ask Corsair this when I first noticed this.

    -I figured as much, though when I used the testing device (effectively a paperclip test), when power up the PSU it does start the fan for a second then stops. When plugged to the mobo it does nothing. Eitehr way I'm going to hang on to my Corsair PSU as a back up at this point. I'm still kind of scared of it, because half of me is wondering, "Did the PSU kill my motherboard? Or was my motherboard already defective?". If I ever get a cheap motherboard in the future I'll certainly give it another try with fingers crossed.
     
    Also found another thread or 2 reporting issues with their boards, some other things I tried were CMOS resets and flippoing the BIOS1-2-3 switch around. No luck of course.

    Sounds like it had a short somewhere, happened to me twice.  Once was on a Antec TPQ1200 supply's modular molex power cable.  That supply had capacitors on every cable, which I suspect was the origin of the short.  The other time was when I didn't connect (per instructions for only 2 cards) the extra pcie molex on a classy board while drawing too much current w/2xGTX480HC's moderately oc'd.  One of the pins melted on the 24 pin connector, which shorted the board so that it didn't power up (remember those incidents with X58 + Fermi? haha).  Good luck with the RMA, should go smooth with EVGA, they treated me well with that melted board and another DOA gtx460sc.  For future reference, connectors can be checked for any discoloration (common bluish rainbow) if that happens, it'll help you find the source of the short possibly.  I couldn't tell what happened during the board melting, it was unnoticeable until I finally took the tower apart and went to pull the 24pin connector -ohhhhhhhhh

    I had the same exact problem with my FTW. Still waiting for my RMA to ship out from EVGA. Hoping that the new board is a different story from the old one. I even tried a different PSU.
