Hello again, i have done some more testing and reading. One i read new Gpu's have 0 decibel fans that don't spin until 60 c? I don't know if this is true but before i messed with fan profiles i was at 42 C and fans weren't spinning so i imagine it is true. This doesn't work for me and i have manually set fan curve to start at 30 C and go 100% by 70C. This keeps my card at 32C during idle even with case fans low. And card will stay cool as mobo and cpu gets hotter overtime in this set up with use.
I have also got dual monitors to run and with a video stream, and a couple working apps feeding me live data i was running at 36-38 C
I ran furmark for about 25 minutes without anti aliasing and gpu went to 66 degrees and fans under but close to 100% due to fan curve. GPU load stayed above 92% most of time. This test had case and CPU fans running at 100% without curve mobo  and was at 50 C. 
After i quit test GPU dropped to 48C and continued to fall. I have not done any gaming but i would suggest preemptive fan curve to keep the card cool before it gets hot and to make sure the default fan profile is not active. I have X1 precision to run gpu fans on start up as it will go back to default without it.
If you have done this then repaste card or RMA i think. and possibly follow advice about case.  Thank you to everybody who gives feedback to this thread.
BTW ambient room temperature is about 85 f or 30 c for me atm of test.

I tried undervolting and it seems to works.
But there is something really strange.
 
 
At stock, the card run @ 1852-1897 MHz at 1.081V
I get ~8800 on the Shadow of the Tomb Raider benchmark.
PerfCap Reason on GPU-Z : Pwr & VRel
 
I set 1968 MHz @ 1.000V on the VF Curve in the EVGA Precision X1.
The card run @ 1927 MHz at 1.000V constantly.
I get ~8200 on the Shadow of the Tomb Raider benchmark.
PerfCap Reason on GPU-Z : Idle
 
What ?
The card run higher during all the benchmark and i get -7% ? How is it possible ?
 
Then i found something.
When EVGA Precision X1 is open, i get the performance drop, no matter what the settings are, even at default.
 
With EVGA Precision X1 open with default settings (just maxed GPU Temp so it doesn't thermal throttle)
The card run @ ~1890 MHz at 1.081V
I get ~8200 on the Shadow of the Tomb Raider Benchmark.
PerfCap Reason on GPU-Z : Pwr & VRel
 
So the EVGA Precision X1 tool is doing something, i don't know what.
 
Please don't ask at which settings i'm getting theses scores, it doesn't matter.
The final score is influated by the window size of the game.
It is just for reference to compare with the undervolt setting.

Hi bro. you need 2 exhaust fans  in the superior area of your case. 1 fan its not enough.
 
And if you can put another 90mm or 80mm under the gpu to taking out the hot air, please do it.

1. At 100% power limit, my 3060XC reach 82C in witcher 3 or another heavy GPU game. Fans reach 75% (jet engine sound).
2. With 3 exhaust fans at 45% silent noise, and the small 80mm under the card, low to 77C.
3. I set power limit to 78% and +180 Core and +700 Memory, giving to me the same performance in fps (+2 fps actually) than 100% powerlimit and temps drops to 68-69C max.
4. If you want more, like i do, buy 2 120mm fans, put together in a PCI bracket under the card, and temps low to 64-63C. Without noise, and with 65% fan speed. Dead Silent.


 
Small investment, but finally you can lower your temps 18C and the power consumes low from 170w to 120-130W!!!!
 
And always use MSi afterburner, its the best. X1 only to update BIOS.

I think is something with the card.
 
I have the XC version, my friend has the Black Edition ( the XC without backplate  basically ) and he has better temps in an ITX case than me in an Fractal R4 with 2 X 140 Noctua in front and 2 X that pull air out of the case in the back/upper part of the case ...
 
I would do an RMA on the card but I am affraid of getting back the money not an actual card ...
 
Another concern is since I order it from an EU country and I got it straight from Taiwan, do I need to send it back to Taiwan or in some country here in Europe?
