System: CPU: AMD Ryzen 5 2600x Graphics Card: EVGA GeForce GTX 1660 Ti XC NVIDIA Driver: 430.64 Motherboard: MSI x470 Gaming Pro Carbon OS: Windows 10 Home 64-bit version 10.0.17763 Build 17763 Monitor: Dell s2716dg Problem: If I power my computer on with my monitor connected, I get no signal to the monitor through either HDMI or DisplayPort. However, if I power on the computer with the HDMI unplugged, and then plug in the HDMI cable while booting, my monitor picks up the signal and I get a picture. Another wrinkle is that this only seems to work when I have powered down the computer by holding the power button. If I shut down through windows, plugging in the HDMI cable after powering on does not display an image. I should also note that I am currently having issues with the computer not being able to complete a restart. If I choose restart in the power menu, the computer acts like it is shutting down and then just hangs and won't actually power off and back on for the restart. Maybe they are related or have something to do with sleep settings. I have turned off fast boot and set it to never sleep. This is my first build in about 15 years (so may as well be my first build), so I am fully confident I am overlooking something. Any help troubleshooting this would be greatly appreciated. Google hasn't served me well so far.

Set your motherboard bios to optimized defaults and don't do any overclocking and also make sure you have the newest bios flashed into it. You first need to resolve the issue of not shutting down fully unless you hold the power button. If your computer won't fully shut down before a restart it will cause issues with display when rebooting. If that doesn't work leave your motherboard at default bios and try a different video card if you have one. If the problem is still there then that eliminates your video card issue and you can further check into other components of your build or maybe even the monitor itself.

Thanks for the reply. Everything should already be default. This is a fresh build and I haven't tweaked any of the bios settings. I'm trying to confirm whether I actually have the latest BIOS - msinfo reports "American Megatrends Inc. 2.80, 3/6/2019" and the latest BIOS on MSI's website is Version 7B78v28 Release Date 2019-03-07. The release dates match up and 28 vs 2.8 seems to correspond, but I'm not sure. Assuming I do need to update my bios, I am concerned about the restarting issue. If the flash process requires a reboot, but the computer won't actually reboot, could that mess with the flash potentially bricking the system? Edit: I confirmed that I am on optimized defaults.

I can't seem to find an option to disable fast boot in the bios. I have it turned off in windows.

I can't seem to find an option to disable fast boot in the bios. I have it turned off in windows.
Maybe here Under Boot that is.

The fast boot will have nothing to do with the computer not shutting down from the power menu, thats almost always a hardware problem. It might have to do with no display on bootup though. Still the main concern should be the not shutting down, that will interfere with all kinds of updates and software installs until its resolved, and once thats resolved it could very well cure the display problem as well.

Well, I cleared my CMOS and on bootup chose to apply defaults and continue. The system rebooted and I got display immediately. I performed a restart from within windows and got display immediately. I performed a shut down from within windows, and when I powered on got display immediately. It seems that has fixed it. It also seems to have fixed the restart issue. Thanks for the help. Now i just need to get my second stick of RAM to get start being used.....

Hi, was this as simple as clearing CMOS? I have the same problem. In my case, I can't even see it in devices.
