EVGA GTX 1070 erratic fans! HELP

Got my new EVGA GTX 1070 SC and the fans are insane on it.
Heres what i've done so far.
DDU to remove old drivers Replace with 1070 and install drivers from website in top PCI slot.
DDU to uninstall drivers. Reinstall drivers again.
Move 1070 card to lower PCI slot.
Reinstall drivers.
Still wacky.
The fans seem like they're either teetering on the edge of a sharp temp threshold on the fan speed curve or it's just a bad card. I haven't had a lot of exp with graphics cards so i'm at a loss.

I'm also uploading a video because the sound is really troubling.  I'll edit when its done uploading

You can see from this screenshot the fan speed is staying the same which make sense because the card is just idling. However the fan RPMs are going wild in response to absolutely nothing.

    Sounds like the fan controller is going nuts.

    So your running furmark ? Try Valley or heaven and see if it does the same thing.

    Thanks i forgot to mention i was too lazy to trim it.

    So your running furmark ? Try Valley or heaven and see if it does the same thing.

    I also have 3DMark and it does the same thing.
    Sometimes just idling at desktop with almost no programs running it will just spin up and stop.
    I called EVGA and downloaded the updated PrecisionX and changing the fan profile does absolutely nothing.

    Changing the fan profile in PrecisionX does absolutely nothing.
    I did some investigating and it looks like one of the screws on the back of the card is stripped and there are tool marks on the wires coming out of the 4 pin connector and scratch marks on the plate in the same area.
    I'm beginning to wonder if someone encountered the same problem, tried to half ass fix it, couldn't do it, so they resold it.
    I got it through a 3rd party through amazon but the packaging looked like it was straight from the manufacturer so idk.

    If you see marks like that and screws messed with. Hello Mcfly. That card has been tampered with from the start. And getting it from a 3rd party? Yeah good luck with that. Definitely a shady 3rd party. EVGA don't cover self damage. Even though you did not do it. And now your post has proof if you send it into them asking for help. I hope you get it taken care of or maybe be a bit more patient next time and get it from Amazon directly.

    What i am thinking is they built it and something was a little wrong like the wires got pinched between the heatsink and something so someone reached in there with a little screwdriver and tried to fix it.  I really don't think someone had opened it. It was sealed so well and plastic the films were all perfect and whatnot.  But there is obvious scarring on the wires near the 4 pin connector that controls the fans. I'll post pics where you can see sort of what i'm talking about.  It was really hard to get a good picture with my phone.
