When setting the power limit to 105% on an EVGA 3070 ti ultra in precision I noticed that the card hits performance cap PWR around 100%-101% and never actually gets to the desired 105%.  Checking NVSMI shows that the cap has changed but never actually hits target.  Is anyone else experience this with their cards?

I think that all of the EVGA cards this generation have a hit-and-miss power limit issue.  It seems that some cards don't, but many do.  Almost at random.

Is this a XC3 Ultra or a FTW3 Ultra model?

That's a bit sad to hear.  Is there any official statement anywhere?

No, not really, but there is about 8 months of discussion of similar issues with many different models.  It's hit and miss; every individual card is different, and it seems to be down to manufacturing tolerance of the individual electrical components used.  EVGA did acknowledge the problem for the 3090 FTW3, released a board revision, and implemented a special RMA exchange process to replace cards that customers claimed exhibited the symptoms, but otherwise EVGA has completely ignored and have not commented about the same symptoms for any other model within this generation.

How can I check to know if there is any problem like you said?

Use precision to set the power limit to 105%, open GPU-Z, and run something like timespy.  If the perfcap reason in GPU-Z is PWR around 100% without getting to 105% conistently you have the issue

If the situation is as you stated, what can I do? Can I ignore this issue?
Will it cause damage to the graphics card? Do I need to send it back for fix?

There's nothing you can do.  Reading around the forum this problem seems to affect the 3080 / 3080 ti as well.  It won't cause any damage but it will limit performance to some extent.  It looks like a bios was released for the XC3 3080 to fix this issue so it's possible one might get released for other cards as well.  I guess time will tell but I wouldn't hold my breath

The 3080 Ti XC3 was exceptionally bad and direly needed a BIOS update. Other cards such as the FTW3 seem like they have an artificial power cap. Not sure what gives, but I’d like to see this rectified. It was already said that the BIOS team may be working on other projects, and this may be looked into, but man - this should be a priority, in my opinion. Personally, I’m wondering if this power cap stems from the early 3090s drawing more power than they should have which caused issues, and leads me to believe an artificial cap was put in place for future firmware and BIOS for later cards.
