I just got a 3070 FTW Ultra today direct from EVGA. Swapped out my EVGA 1080 Hybrid. The RGB won't light up and a red identification light is present above the 1st 8-pin connector on the card. I've updated windows, Nvidia drivers, EVGA precision X1. Also swapped PSU cables and mounted the card in and out of the PCIe slot several times. No restricting power settings in the motherboard bios. No conflicting software. 
 
Windows explorer keeps crashing upon boot as well... what is going on with this card??? 
 
Maybe a BIOS flash on the card is needed? I accepted the firmware update when I started precision x1. no difference.
