Temperature Hysteresis only works on the cool-down..For example if you have a fan setpoint at 70C with a 3C hysteresis, the fan will still spin up at 70C but wont begin to spin down until 67C.
You'll probably find, like I do, that Power and/or GPU Temp Target is actually applied but is not indicated as being applied correctly in Precision after a PC shutdown/restart or if Precision is closed/opened..That's a definate bug, has been for many versions..You can confirm that by opening MSI Afterburner using the 'Default MSI Afterburner v3 skin' in the User Interface tab of the Settings..'Apply previous settings on load' must be turned on/applied in Precision's Setup settings for overclock/temp target/power target to be applied at Windows Startup.
You can change a fan curve to steppings, which can help with excessive fan speed fluctuation, by double-clicking in the Fan Curve Editor area.
