OK, so I just got my 3090 FTW3, brand new, in sealed box.
Installed in in my workstation and... no POST, black screen. BIOS beeps code "no video card detected".
I'm positive card is correctly installed and powered on, I used to do IT for a living for many years.
Just to be sure I've tried different PCIE slot, that did not help at all.
My old video card works without any issues (RTX 2080) in the same slot.
I have pretty good modern PC, this years edition, Lenovo ThinkStation P620 with Threadripper Pro and 1000W PSU, that definitely supports RTX3090.
I'm also positive card is correctly hooded up to power (using 3 x 8 pin PCIe connectors on separate cables, no adapters, no splitters) as LED lights and EVGA logo are lit and the fans on the card are working.

Is there anything I can try, or just ask for RMA and wait for replacement?

Have you gone into the bios itself to see if the card is recognized? Might possibly have to reset your bios and go from there.

Also, does your mobo have the extra pcie power socket? You may need to ensure it's powered. Some folks don't always use that, but the 3090 is hungry enough that might need it.

Just spitballing ideas to be checked off the list.

Can't go to BIOS without video card detected, my rig does not have integrated video card.
Yes, I have tried and tested all power sockets in different combination with my old card to make sure they work as they should. All combinations work with the old card, but it has no effect on the new one, it will not POST no matter what I do.

Here are a few other things to try:
-HDMI cable instead of DP (not sure which one you're trying already)
-silly idea but happens to me: did you turn on the monitor before powering the PC? my 3080ti will give a no vga adaptor POST error if my monitor is turned off before powering on the PC. Also, sometimes when that happens, if I just let it sit there for ~10 seconds, then hit the reset button on the PC, it'll POST fine.
-Did you try switching the video card's vBIOS switch? Maybe one isn't working right but the other is...
-You may want to try putting the old card in, then updating the motherboard BIOS. I'm not sure how often Lenovo keeps their BIOS's up to date, but it could be worth trying to see if there's some compatibility issue they've since addressed.
-while you have the old card in, can you ensure you're on EUFI-boot (hard drives are GPT, not MBR) with CSM disabled? You'll need CSM disabled if you plan to use ReBAR or update the vBIOS at any point anyway, but if you can't get into the bios with the new card, you may have to do this with the old one to get things sorted.

Maybe theThinkStation P620 does not support EVGA 3090, you can try newest bios. But I guess you propabably have to buy from OEM instead of using any third party hardware. OEM PC has bad reputation of compatability.

PC BIOS was updated just two days ago. Tried both HDMI and DP, although this does not matter in this case as PC should technically POST and boot up without any monitor attached anyways.
Tried both version of vBIOS few times.
P620 definitely supports 3090 (Lenovo says any PCIE4 or 3 video card is supported), been using workstations (Dell and Lenovo) for past 20 years or so never had issues with compatibility while on variety of graphics cards and other 3rd party hardware.
I will try the CSM and report back.

"should" does not always happen lol. Also, it is possible you have a dead card. I just thought there might be a couple more things to try before RMA-ing. Of course, calling EVGA support or submitting a ticket might let them give you some more ideas or lead to an RMA anyway.

I have used Dell workstations for years at work and they're horrible about putting out new bios and drivers after a year goes by. I'm glad you've had better luck.

Do you have a second PC you can put your card in? or maybe use your friend PC to test your card?

Well, just tried to play with CSM, and apparently there is no longer such option to be found on my PC.
Google says Lenovo dropped CSM in 2020 and went 100% full UEFI. My computer was manufactured in 2021.
Opened support ticked, let's see what EVGA has to say about it...

Meanwhile, I heard back from Lenovo confirming that RTX 3090 is definitely supported by my MB as my rig was designed to be running dual Quadro RTX8000 at certain configurations... Still no feedback from EVGA.

If you have another video card and your psu will allow it.

You can try to use the good card in the main slot and put the 3090 in the second pcie slot. Boot up, go into windows and see if gpuz, evga precision, etc.. can see your 3090 in the second slot. If your machine can see it, it doesn't necessarily mean it is good, but it is a good start.

Safer bet would be to try the 3090 in another system too.

Exactly. Do you get it? They want you to purchase RTX A8000 from them(Lenovo) instead of throw in any 3090s.

I'm sure they do. It would be good business for them. But it does not mean that I'm not able to use different cards not sold by Lenovo because they somehow prevent me from doing so. I'm currently using RTX 2080 that replaced entry level Quadro card originally shipped with my computer. Let's not be paranoid. Sometimes not working piece of hardware is just not working piece of hardware, not a business practice.

UPDATE: This morning I got contacted by EVGA support - according to them I have faulty unit.
I was asked to fill RMA form and send it back for replacement.
Here is the kicker - while working on RMA form, I read in the disclaimer that because of the supply shortage EVGA will replace my brand new card with "reconditioned product, or if not possible due to no inventory,  different model of similar performance".
To be honest I'm not thrilled to exchange brand new unit for used one, or even worse, for "different model of similar performance". Especially in case of 3090 FTW3...
I wonder if I should just make the eBay seller refund me the full amount, return the damaged card, and buy new unit.
    Any thoughts?

Your thread says "brand new 3090". If it is less than 30 days old, they send a new card. If over 30 days, they send a reconditioned. I don't think anybody likes it, but that's been their policy.

Correct, purchase date on the invoice as of 6 days ago. Thank you for this info. Maybe that is why EVGA asked me to upload invoice. I guess I'm getting new card then.

You can try setting the PCI-e slot to PCI-e version 4 or Auto at the BIOS.  It might be set to PCI-e version 3 (RTX 2080 is version 3).  Sometimes, the BIOS fails to auto detect and/or select the right version.  Upgrade to the latest NVIDIA driver before re-plugging the 3090.

    Card is working fine now.
I gave it last chance before sending back to EVGA and instead of connecting directly to 8 pin PICE connectors offered by my PSU, I used 6pin to 8 pin splitters with adapters.
    And now it works.
This makes no sense though, as my 8 pin connectors are working fine for sure - I used it to power my previous GPU.
    Oh well....
