Came with 1304 MHz Base Clock/1367 MHz Boost Clock. Using Precision X. What would be the best/safe oc? I am new to this.

Specs:
EVGA GEFORCE GTX 960 4GB FTW
AMD FX-8350 oc'd to 4.6 GHz (watercooled with Corsair H80i)
ASUS Crosshair V Formula Z MoBo

Use either EVGA Precision or MSI Afterburner.  Take the core up +25 until it won't overclock further.  Then back off by -10 until it does again.  Then do the same with memory.  I put the 2GB SSC in my son's computer and am able to do +110 core and +90 memory, before touching the voltage.  Trial and error plus whether or not you up the voltage to go further is up to you.

How do you mod the BIOS for the card? Never done this before.

Do it at +13MHz each time. It clocks up and down by that value. Any other values are a waste.

Bios hacking can void your warranty or worse, brick the card. just stick with a mild overclock.
