Bios fan control

I just purchased a new Silvestone Grandia GD05 case. I am using the stock case fans as I was told they were decently quiet. I am using Ivy Bridge R15 bios and trying to cycle down the duty cycle of the fans. It appears the percentage of power has changed but the RPM has not. Is this a limitation of the fans? Thanks

    I don't think your case has PWM fans in it (looks like they are a fixed 1200rpm).
    Do your fans have these 4 pin connectors on them? If not, You need PWM fans,
    PWM-FUNCTION PWM stands for Pulse Width Modulation. The 4-Pin connector allows the mainboard to control the fan speed. See if you can get the fan specs from the manufacturer and you could match or exceed the specs with some PWM fans.
