The is no way on Earth that truck could pass emission laws.

I am sure that he de-tuned it a ton when he was driving it around town.  He probably put air filters on it also when he was driving around on the street.  I wonder about the exhaust though.... How much are they allowed to change between street and race configuration to still be considered "street legal"?

2 different tunes. they have a track tune and a street tune. street tune passes all laws ect or it would be disqualified from competition. it literally passed sniff test, then at the track they tune it on kill.

I have also heard about levers that you can install that allows you to switch between standard exhaust and straight pipe. Do these exist?

yes. they have electric ones also. cutouts. most of those cars just have slip on exhaust on them that just slides on and off with one band clamp. pretty simple setups. everything is plug and play. everything can be turned on and off like lights, headlights ect. tunes adjusted, ride height, boost, timing, fuel and all also.

That may be true, but a computer controlled transmission which shifts itself is considered an automatic. ;) The automatic transmission in my Honda looks like a manual inside, but is an automatic. But then dual clutch transmissions take it even further and are truely a superior design.
