AIO Radiator Fan Speed Question - How to set lower than 68%/1500 RPM in Precision X1?

I upgraded by previous graphics card with EVGA GeForce RTX 3090 Ti FTW3 ULTRA HYBRID. Reason was to get a more quite card - my case and system use high quality fans and was quite (especially during no/little system load). Now I installed the new EVGA card and I am quite disappointed - the fan on the card seams to be quite silent but the radiator fans can not be set to lower (in precision x1 - see attached image) than 1500 RPM (or 68% fan speed). That's not acceptable for me as this is faster than other fans I have and also much more noise - any solution to this problem?.

    Have you tried both positions of the bios switch? There's usually a silent and an OC position, the OC position doesn't let the fans have a zero-rpm mode I don't think.

    Thanks! - I Found the switch (was not aware of a hardware switch) - it has a normal, performance and oc mode - even in performance (not oc) you cant set it below 68% (radiator fan) - which is much too loud. With normal you can set it to lowest 22% (which is ok). 
     
    Are there any alternative software to precision X1 for controlling the gpu (fan, oc etc.?) - maybe also software not for windows but for linux (as I mostly work under linux)?

    As far as I am aware there is no software alternative to Precision X1 in Linux.

    With EVGA PX1
    Place your Fans in "Auto Mode"
    make a custom fan curve & check the box for "Fan Curve Control"
     
    This works for my EVGA 3090Ti FTW3 Ultra Hybrid Gaming, using PX1 ver 1.3.6

    You can replace the rad fans with any fan you prefer in existence.
    You can also just hook those fans up to a controller or your mobo, so you can adjust them as any radiator fans you would otherwise in a PC.
