500w won't boot

So I got my 500w PSU and I plugged it up to my MSI B150m Pro-VDH Mobo. When I tried turning it on(I was grounded) a red flashing light came on. I didn't have the CPU at the time so I thought when I got the CPU it would turn on. now that I got my CPU(i3) hooked up to the Heatsink and fan....It still won't boot. I also notice that when I actually flip the I/O switch ON THE PSU the PSU fan doesn't work... As in it doesn't even spin when powered on...So is this...Normal...

    Welcome to the forums. Please make sure that the power supply has both the 24 Pin and the CPU power cable connected to the motherboard. Flipping the switch on the back of the power supply does not power on the system/motherboard, you would need a power switch connected to the motherboard to power on. You can also test the power supply, on its own, with the jumper, instructions HERE.

    You would use half of the 4x4 CPU Power Cable.
      It will only fit in one way so no need to force it in.

    Thanks guys it was a mix of both CPU plug wasn't plugged in all the way and I needed to use the jumper to get a bit of power out thanks a million.
