stevew145 I just flashed this to my card, flashed without an issue, but hwinfo still shows 365w as max power. Is that just hwinfo showing incorrect info or is my issue something else?
You need to move the power slider to the max in afterburner or PX1 other wise it will still be the same. With this bios it goes from 100-110%, Stock bios goes to 100-104%

I think something else was the issue, after another restart and a benchmark in hitman 3 it went past 380w.

It's unfortuante cause, I was happy to get a 3090 Hybrid XC. I wasnt overly concerned with being able to overclock (I don't tend to OC my GFX cards) I just like them to be cool and quiet. But this thing (mine at least) cant beat a 3080 FE, when I compare it to all the benchmarks I find with similar specs (1000w Seasonic Plat, 9900K, Z390 Board, 32 GIGS Ram) I know they said "Design" well, it seems they literally designed a card to perform less then a lower tier product. I don't wanna flash BIOS so im kinda "stuck". I would have been fine if it as LEAST competed with a FE card 3090, but this one basically is 1 frame in range of all 3080 FE's benchmarks I see. Makes me leery of getting EVGA card in future to replace stuff, i I get if they do these kind of design decisions, when a cheaper Air cooled one, stock, no OC outperforms it in other brands.

It's not just evga cards, I just offloaded a Inno3D RTX 3090, stock it would hit 85c, downclock to 1650Mhz, well under the advertise speeds. Benchmark results were shocking, no OC headroom, just to use the card you had to undervolt. I was told it's "normal" by the retailer as they tested another one they had which has the same results. EVGA do have official bios updates, it's no big thing to flash a better bios, they have made it easy to do, heck even the Inno3D software had a built in BIOS back and flash option. These cards run hot, the Hybrid doesn't cool the rear Vram, which you'll find are running hot, I plan to mount a 92mm Noctua fan to the back of my 3090 XC3 Hybrid when it turns up, it does make a difference, dropped the Inno's vram temp by nearly 10c, increased the benchmark score a little, just the card fan's had to be run at 100%. When my XC3 and Hybrid kit show up, which should be tomorrow or Monday, ordered the card and kit from different stores, I'll run a few tests for you comparing it to the Inno3D I previously had. I'll do that with stock and this custom bios. I'm in Australia, it's in the middle of summer on the Gold Coast, so temps are hitting 30-38c some days.

Yeah, I have the BIOS updated. I used their Precision X1 to do so. I don't particularly want to flash with another cards BIOS, and try anything, when I don't know if this card will become an RMA card or not (less then a month of ownership). Let me know how things go with your kit there. My clocks TEND to stay around 1860, which is what makes my benchmarks and frames a little baffling, when I compare it to the 3080/3090 FE's.

@bmgjet Oh man I'm so glad I found this post. I was just about to post a big rant and rave about the piss poor performance I'm seeing with my new EVGA XC3 Ultra 3090 that I got today... These are my scores 17129 on Time Spy 12326 on Port Royal. From what I've seen these cards should be doing 13k min. I'm kinda apprehensive to use the Flash because I only have min required PSU, which is a Corsair 750. And the card cost me a lot in my country so if it goes wrong I'm hugely out of pocket. Rest of the system is Intel i9 9900K @ 5ghz 32 Gigs DDR 3200 CL16.
I am glad though that I'm not the only one it's happened to, but I have to admit I'm pretty pissed off, I expected big things from EVGA and this is the first time I've brought one of their cards. I might return the card as I only just got it today and get another brand with 3x8 pins instead. Might be safer than flashing the card and having it die on me and lose over 3 grand...

Have you seen the clocks people are using to get over 13k, I saw someone get over 14k, with a clock speed of 2.2Ghz. Someone with a msi rtx 3090 ventus oc running the Gigabyte 390w BIOS got 13707 with a +160 core, +1000 vram. It's not a simple as going "card should be doing 13k min" that's not true, there's determining factors, stock 2x8pin card with 350w power limits will not do it at stock, like the XC3, flashing a better BIOS like what bmgjet posted may get you over 13k with some fine tuning. If you're only worried about Port Royal scores, you honestly should of bought a 3x8pin power monster with custom water cooling flashing the 1000w XOC BIOS, the 2x8pin cards are good for the average joe wanting to use the card as intended with some light overclocking. You're never going to keep a 3x8pin card cool on their stock air coolers either, it's just what these cards are.

Port royal is more of a power limit test then anything else. 400W will get you about 14K, 500W will get you about 15K score. If you have access to a 3 plug card thats a no brainer, Ampere is really power hungry and the 2 plug cards will sit on power limit 99% of the time which holds performance back. Hell even Nvidia deterimined that they wanted to have 400W on the FE card on there 2X8 pin adapter but we are stuck on 390W or to risk the card with the 1000W bios. Any way with some mods your 2 plug can hang with the 3 plug cards. https://www.3dmark.com/pr/603930

Yeah mine has been solid so far, just slightly above the averages on the benchmarks, but seeing it downclock so often is disappointing, especially since ive seen this card hit 2130mhz and be ok. Then i start gaming and stop worrying about it since its such a massive leap over my 2080ti performance wise. I do want to try out that KFA bios, but wondering the long term over it for a few fps more.
Thanks OP for the comparison charts, that mustve been a bunch of work not to mention venturing into the dark with that kinda stuff.

I don't know is EVGA Precision X1 has the same feature, but with MSI Afterburner you can set a voltage/frequency curve setting. You can lock the card in to a hard clock frequency based on the voltage it pulls, it's what I used to undervolt the Inno3D fryer. I manage to lock it into 1785Mhz, which it stayed at unless you ran Quake II RTX, which kicks the crap out of these RTX cards resulting in 1500Mhz downclocks. (Try it out for yourselves you'll see).

Well looks like I'm stuck with my card, I went to take it back to the shop but they said I would incur a 20% restocking fee which, for the price of this card, is 600 dollars:( So I'm stuck with an under performing 3090, unless I want to chance flashing it, but before I do that if I do I'll get a bigger PSU first.

A 750w PSU won't even run CP2077 at 450w on a 3090. Guess how I know. Lol Didn't hurt anything but my system just shut off.

Ok so I haven't put the Hybrid kit on yet, no BIOS flash, but I'll post this to point something out. I compared the EVGA to the Inno3D, I overclocked the XC3 to the Inno3D clocks, set the same fan profile and the EVGA walked all over it. I couldn't overclock the Inno3D at all due to temps, the XC3 ran at a constant 1850Mhz, where the Inno could even with the same fan speeds. Don't knock these XC3, they are as fast as, if not faster than any other 2x8pin cards, stick the Hybrid kit on it, you have a winner for a quiet top tier gaming card. If you're shooting for 3DMark leaderboards, you are buying Kingpins or HOF at the end of the day. All the other Air cooled cards whether 2x8 or 3x8pin all suffer from downclocking and heat unless water cooling.

Outside of constantly hitting power limits i dont feel disappointed in the card like i did with my 2080ti. It has potential to oc well, in some games ive seen it hit 2080hmz stock, but any demanding game itll hit limits and go down to 1890-1925mhz. In game i hardly notice that, and it is a huge jump over my 2080ti, which that itself wasnt much of a bump over my 2070s. Temps ive never seen above 63*F, although this is my first aircooled card i was expecting it to be much higher. Debating the KFA2 bios, but wondering if its worth the risk or if the extra 30ish watts will even make a difference.

I had the card as well. Flashed the KFA2 BIOS and subsequently the Gigabyte OC BIOS. It’s hard to swallow that 1000$ plus card is running a few percent above a heavily overclocked 3080. And why? Because of a very low level PWTGT and ordinary PCB. For EVGA it’s better selling FTW3 models in spite of some of them dying.

I flashed the KFA2 bios onto my XC3 Ultra and am happy with it. When I ran Port Royal my score was 13,412. https://www.3dmark.com/pr/734213 I'm also running a Corsair SFX 750 watt power supply and have been just fine. My 9900K is at 4.8ghz. The most I've ever seen while gaming is about 600-ish watts total system (per my Kil-A-Watt). Like I tried to point out in my previous posts, it's not just EVGA with these reference spec boards. The Inno3D was actually more expensive, had a higher stock boost clock, but performed considerably worse due to the crappy cooling solution. From what I've seen after talking to a retailer who tests each model come in, even the well over done ROG RTX 3090 Strix, FTW and pretty much most 3x8 pin cards suffers from thermal throttling, due to heat on air, so unless you're water cooling, there's no point buying them. We're talking Australian retailers, it gets quiet warm here, and their tests are run in a enclosed case with a/c set to 24c. With the benchmarks/reviews out there, we all knew there was know significant reason to buy a 3090 over a 3080 beside more vram for productivity sake, there's no real gaming performance jump, some like myself couldn't get a 3080, then looked at the lower tier 3090's to save a little bit of money. Personally I'm quiet happy with it, the 390w BIOS didn't really do much for my cards performance, so went back to stock. But I'm not gunning for 3DMark numbers, getting much better frame rates in games over my 2080ti, so I'm happy.

I run CP2077 just fine, with a 3090 (390w) and 9900K.
So did I. Worked fine at 390w. Not so much at 450w.

Your Port Royal score should be another 200 points higher. Make sure you have completely closed Percission X1 if your using that.

Do you have the 3DMark score links so that I can compare the two BIOS? I’m more interested in the changes for the graphics score alone and not combined score. Also interested to see clock speed differences for each run.

Yeah I was comparing your average clocks in the benchmarks and it seems that the 390W BIOS only increases your clock speed by a solid single 15Mhz increment overall (~20Mhz average clock increase) compared to the stock 366W BIOS. Was hoping for a solid two step increase of 30Mhz but maybe that is asking too much of a 24W increase.
