It all depends on what you want and your financial situation. From a performance standpoint I would say no. We are near the half life of the current 30 series gpus. You are paying 1400 for the TI version with updated components that are closer to a 3090 without the extra vram (12gb vs 24gb). The non-Ti still comes with 10gb gddr6x ram and the amount is enough to play most current AAA games at 1080/1440 resolutions. If the rumors are true about the 40 series, then holding out and saving some funds might be a better option if you were planning on getting a 40 series gpu. If you plan on skipping the 40 series since you are getting a 30 series then the extra 500 might be justified since you are getting a better GPU core and 2gbs more of vram. That extra vram and better gpu processor should help even more keeping performance at an "acceptable" level. Acceptable is based on the user, so to each their own.
If you make money using your pc by either being a creator or using the pc for work then it may be more justified for you. If you don't game above 1440, then even more staying with the non-TI might be a better choice. But without knowing what you do and how you use your pc it's hard to say which is really better. Also, you don't mention what you are currently using so if you already have a 3080 then I would say no unless the performance is absolutely needed for your work or you game at 4k.
For me, I spent a little more on this series since I am planning on skipping the next series since I have a 3090 FTW3 and recently got a Kingpin as well. My whole build is based around what is the upper level of performance with this current gen equipment. This was done specifically to skip the next series since all I do is game. When I decide to upgrade, it will be an entire pc and not piece by piece.
Either way, you can justify your purchase but it really comes down to funding and your expectations/personality. I'm the type of person to want the best I can have, so going to the higher level build is something I just prefer to do. I'm fortunate to have the funding to support what I want, it wasn't always this way for me so I do appreciate what I have.
What ever you decide, just plan ahead so you maximize your funding expenditures. It's your money, do what you want with it and enjoy it.
