For my GPU to have 7% utilisation on Valorant with 160 (on average) less frames than with the same CPU, PSU minus a 1070ti, doesn't that not scream out GPU issue?!?
a 1070ti should not be outperforming a 3080 when that is the only thing changed.

hmmm, I would rather avoid the format and reinstall etc unless I know it will definitely fix it. If i Do all that and it is the same, I would be irate haha

So as much as I absolutely hate the idea that these GPUs may be so inefficient that not only do we have to sign up for a queue to get the card in the first place, but we also have to likely upgrade from a 750w power supply to something larger just to be able to run games at stock clock speeds, I ordered a replacement 850w PSU that has been listed as a "known working PSU for 3080's." This will bring the total of upgrading to this card well over $1000 which would, in turn, make purchasing a 6900XT much more financially efficient. Doesn't bode well for the 3080 if you ask me.

That being said, I'll test with the new PSU when it gets here but it's highly unlikely that it's going to make a difference in my honest opinion. I'll update with results once it arrives.

So I was having some GPU utilization issues when I first installed the card. I have an 8086k running at 5.1ghz, the main bottleneck I was seeing was in Doom 2016. Wouldn’t go past about 120fps at 1440p. One reinstall of Windows later and it constantly hits the 200fps cap. Something was definitely messing with performance in the background. 3080 FTW3 Ultra.

I hate to say that it sounds extreme, but at this point I'm almost tempted to do it. I'm assuming you performed a full wipe and not just a refresh?

Yeah a full wipe. I do it every now and then as gaming is all I do on that PC so I had nothing to lose. Made a HUGE difference.

How about other games? How is it running as a whole in relation? Backing up these files will be a pain but again I'm nearly willing to try it. Which is still a bit ridiculous as it's a GPU. Lol.

You don't have another drive you can use just to test an installation?  I doubt this is a global GPU issue for obvious reasons:  only a very few are reporting your issue. I do agree that wiping a drive and starting over is a last resort. This is why it's always nice of have a old spare drive around just to install Windows clean for troubleshooting. It would take me days to completely restore my system due to having to revalidate so many game files...not the OS install.

I don't. There's not many reasons I've ever kept a drive to just test an OS install. This will be the first time in my life that I'll be reinstalling windows to get a GPU to work properly. And I can assure you, if that doesn't fix it this card is going. Lol. So I'm backing up important files right now, going to wipe and reinstall windows, and go from there.

Update : So guess what didn't fix things and actually made it worse?

Wiping C drive and reinstalling windows. The only things installed were as follows
1 : Chipset and Audio Drivers
2 : Graphics Drivers (Newest)
3 : Game to test.

EXACT same issues, but stutters are more frequent.

While i know this doesn’t fix it for everyone, this is what did mine. (I exhaustively explored every single bottleneck and potential root cause)
I had great fps in 3dmark and cinebench was awesome too. But PUBG, Cyberpunk, CoD were the same as my 1080...! Crazy

The fix: HDD Format , reinstall, selective software install (read below)

The software causing my issue was Asus ; Game First, Amrory Crate or/and AI Suite. If you have, or have ever had these softwares installed they caused my low FPS.
Upon a format reinstall, i got multiple prompts to install armory crate, where I respectfully declined.
I used AMD chipset drivers from their website and Nvidia drivers without Nvidia experience.
Fixed it, card is amazing now.

You might not have an ASUS motherboard but i I would test if other brands software could also cause problems.

You can’t just uninstall the software, it leaves something behind which causes the low fps / throwing of either the 3080 or cpu (can’t figure out which)

Also here i have to say i have an asus MB maximus hero z390 with 9900k and FTW3 3090 ultra and WITH amoury crate and ai suite and everything works great. But you are also right. In some cases this software can be a problem (look only at the lightning service in task manager. If it uses 5% of your CPU it can cause stutters and so on in games - you can solve that by switching to static light in armoury crate). After that it should be finde.
