I have the 3080 FTW3 Ultra and 105% is the power limit, 400W. However, after playing Tomb Raider on the normal bios profile it goes to 75-76°C, everything stock and the fans at around 60%. Clocks are around 1800-1900Mhz. I have decent chassis airflow, but it's kinda optimized for silence... How much does the OC-bios change the fan curve exactly? Can you switch to in on the fly or is a reboot necessary?

Hey man are you getting the same thing in GPU-Z with the 3rd connector reporting 0 watts? From what I recall with the early attempts at shunt modding, the card's voltage control sophisticated enough that it can maintain bios voltage levels even if some shunts are reading incorrectly (ie. have been shunted). That would support the idea the board here is still hitting 450w max without reading the 3rd connector, but reporting 120-150w less board power than true power in GPU-Z, Afterburner, X1.

Well congrats on the great bin! Mine is clearly not even close. You're running higher clocks at much lower temps. Makes me want to re-paste to see if that's an issue with my card...or if I really didn't get a great bin on the Ultra...

Nice. My 9900k is at 1.33V 5.0GHz and runs fairly hot on my EVGA CLC280 w/ noctua fans...read around that a lot of people got 5.0GHz under 1.30V...so I was a bit down on that one as well. Never lucky with the golden samples, reaching back to my 2500k ...people posting about 4.5GHz+ on that chip "easy"...I couldn't even hold 4.2GHz and dropped down to 4.1GHz. ...but I digress. Hoping to put my 3080 on water anyhow for the stable clocks. Will likely keep the ASUS bios on hand for that...hoping for EVGA to drop some better power limits though. Curious what the aorus xtreme limit ends up being once they officially release. Maybe some higher vbios will leak out somewhere to play with...

Try it, and tell us. You have given us one set of detailed numbers, it should be easy for you to give us another set of detailed numbers for comparison. A reboot is necessary.

has anyone seen an increase on the 3090 from strix bios? I understand the 3080 going from 400 to 450 is substantial and a 12.5% increase in power With the 6.5% increase on the 3090 has anyone seen material improvements?

To be on the safe side, I would recommend shutting down fully & doing the BIOS switch then. It will "work" when the PC is on, but sometimes some of the settings won't take effect until you shut down, sort of like how if you change BIOS settings on your motherboard, the system will shut itself off for a second before booting back up (if it's a voltage regulation or similar setting) - I think the card needs the same treatment, but I haven't tried it the other way. OC BIOS doesn't seem to change much of anything for me thus far, but then again I do have a custom fan curve setup and if that's all it changes (besides a supposed 20W increase in power limit), that'd be why.
