What game? Run HWINFO64 or other monitoring software, if you are not already, that can show you GPU utilization.

CPU: 10700K (Is it overclocked at all?)
GPU evga 3070 ftw (Driver Number?)
RAM: 32gb corsair vengeance / 32000 (You running XMP? If so, have you verified it's running with the profile you set?)
Motherboard: Gigabyte vision z490G (Chipset drivers and BIOS up to date?)
Hard Drive: Model?
Power Supply: Model?
Monitor: (Resolution/Refresh Rate)
 
Also, which games specifically?
 

So you're running the latest motherboard BIOS, F20b? Is BAR support turned on in the BIOS settings? If so, try turning it off as it isn't yet enabled via GPU VBIOS update/Nvidia driver updates, and has caused issues for others on the 30 series.
 
Also, if you have VSYNC as well as GSync enabled, your FPS won't exceed the refresh rate of your monitor - thus lowering GPU utilization %.
 
As others have already asked - a list of a few games would help.

Lots of people have issues with cold war and warzone - the game (same engine) has issues. This forum is littered with threads about these pieces of junk, and the game devs need to fix it.
 
Counterstrike is a really CPU bound game since it's so old. This title started having issues back with the Nvidia 900 series if I remember right - and the 1000 series often had worse performance than the 900 series. I'm guessing that trend continued with the 2000 and 3000 series, since it's a very old game.

Well, Cold War and Warzone have been having massive latency issues for the last week or so, sometimes the lag will make it seem like it's a hardware issue because it rips up the frame rates. It's not always as clear as the lag I'm accustomed to. You are also going to have the basic issue that it resets your graphics profile pretty much every time you load into the game. I always have to go and manually set my graphics page... set to full screen mode and basically max out all of the settings except for ray tracing, sometimes it will reset the resolution and I have to adjust it to 1440p. A while back I was a user of V-Sync but I noticed it was kicking my frame rate down and only utilizing 80% of the GPU so I had to turn it off. As for your GPU, Ampere seems to start throttling at 50C, so once you past that threshold it holds back on your boost clocks. Not sure about counterstrike though... 

What are your power settings in windows 10 set to and in the nvidia control panel under global  both power and performance?

Run a free benchmark for us and post a link to the results (split the www. duckduckgo .com up until you hit 10 posts). 3DMark Time Spy will help narrow down if it's a CPU or GPU issue.
