3070 XC3 Ultra Low Performance on Ground Branch

Tried searching for this first but I did not find anything. I just installed the 3070 XC3 Ultra in my system, which previously had an EVGA 1080TI. I did a clean driver install. Fired up Ground Branch and immediately noticed performance seemed less than the 1080ti. I ran HWinfo in the background and gamed for a while. HWInfo shows only about 60% utilization, fans never coming on and max temp of 52. The only reference I could find in the forums after tying several searches was changing performance in nvidia control panel from normal to prefer max performance. That did nothing.  Any recommendations ? It seems like from HWinfo the card is not really doing much.

    I installed a benchmark program just to have something to compare and make sure the HWinfo was working correctly. 100% utilization, 71 temp and fans worked accordingly. So not sure where to go from here. Friend has an Evga 3090 and he is utilizing 80 to 100 on GB so I am a bit confused.

    you should list your complete specs and what resolution you're using...

    Intel I5 2500k at 4ghz
    32gb Ram
    1920x1080
    EVGA 750Watt 80 Gold
    Ran separate power to each block from PSU
     
    Previous card installed was an EVGA 1080TI FTW3 Ultra. It outperformed this card on Ground Branch, the title in question. 
     
    Arma 3 was vastly improved with this card, allowing me to bump up to Ultra.
    Skyrim was already maxed out but you could see an improvement with the 3070.

    Well, that pretty much explains it.   =(1080 p)
    If you really dive into the longer reviews & benches from all the sites.... You will see that they mention that these 30xx  card performance increases drop off as you go down from 4K, to 2K , then 1080p
     
    You really wont see a big increase at your resolution .   ...and somewhat cpu limited as well for the 30xx series cards.
     
    a 1080 ti is a great sweet spot for that resolution , but even a 2080 would be a waste for you at that res.
    The best you could hope for is that you can turn every detail to max and probably get a 240 Hz frame rates now ..( if the monitor was capable of those high refresh speeds ? )

    I see the merit in that response but why are other titles and benchmarks utilizing significantly more, for example Arma 3 95%. I understand titles will differ but it seems extremely low. Not doubting you but just don't understand. I can see me not getting a performance increase but this is actually a performance decrease.
